University of Central Asia Research Paper Series features papers released by its Institute of Public Policy and Administration (IPPA). IPPA papers offer an in-depth analysis of a range of economic and social issues facing Central Asian societies. Established in 2011, IPPA fosters evidence-based policy discussion in the region. The University of Central Asia (UCA) was founded in 2000 as a private, not-for-profit, secular university through an International Treaty between the governments of Kazakhstan, Kyrgyzstan and Tajikistan, and His Highness the Aga Khan. The mission of UCA is to promote the social and economic development of Central Asia through educational and research programmes. UCA brings with it the broader commitment and partnership of the Aga Khan Development Networks.
