The CELE Research Paper Series brings together the research produced in the Center for Studies on Freedom of Expression (CELE, in Spanish), a global freedom of expression research center based in Buenos Aires, Argentina. It captures contributions made in its fifteen years of history and publishes ongoing research, technical reports, preprints, and working papers on matters of freedom of expression and Internet governance.
CELE was created in 2009 within the Faculty of Law of the University of Palermo with the aim of providing research to journalists, government institutions, academic units, and other sectors of civil society dedicated to the defense and promotion of these rights, especially in Latin America. The creation of CELE responded to the need to build spaces for debate dedicated to reflecting on the importance, content, and limits of freedom of expression. To this end, the center intends to engage in dialogue and work together with other academic institutions, both at a regional and global level.
Within this framework, the specific objectives of CELE are:
- Develop studies and guides with recommendations that have an impact on public policies related to access to information and freedom of expression.
- Promote, together with different academic units, the further development of studies related to these rights.
- Contribute to raising awareness about the importance of these rights in democratic societies, especially among the new generations.
