Divisional Head - Research

Job Description & Qualification

The main purpose of this position is to provide managerial leadership and strategic direction within the Research Division of the Financial Stability Department, in support of the financial stability mandate of the South African Reserve Bank (SARB).

1. Provide managerial thought leadership and strategic leadership direction within the division.
2. Build and manage relationships and research interactions with academia, research fellows and universities, in order to enhance the quality of internally and externally produced financial stability-related research.
3. Initiate, develop, maintain and manage the implementation of a research agenda in support of the SARB’s financial stability mandate and strategic objectives.
4. Manage the production of, and produce research outputs in, the form of internal or external papers, presentations, speeches and others as required, in the areas of Financial Stability and Macroprudential Policy.
5. Oversee the production of the Financial Stability Review (FSR), in conjunction with the FSR Editor.
6. Compile and manage a budget for the division, and ensure expenditure within limits.
7. Identify, assess and manage institutional risks, ensuring that adequate and effective risk-mitigating measures are implemented.
8. Inspire, mentor and ensure overall quality control on research in the division.
9. Manage the performance and development of staff, direct human resources activities, including approval of human resources plans or activities, promote and support career management, training and development.
10. Manage compliance and risk as required, and ensure that risks are identified, assessed and mitigated.
11. Manage the performance and development of direct reports, build strong leadership and specialist pipelines, and drive organisational performance.

Job Requirements
1. Master’s degree in Economics, Finance or Econometrics; and
2. 10‒12 years’ experience in research environment, which can include full-time studies towards a PhD, with at least 5 years’ experience in a management or mentoring role.

Additional Requirements:
• a PhD in Economics would be an added advantage.
• ability to manage a small and specialised team;
• strong results orientation, with enthusiasm, drive and energy to deliver;
• an in-depth understanding of research methodologies;
• proven track record of previous research;
• an understanding of the relevant regulatory framework(s) and international standards;
• knowledge of Financial Stability and Macroprudential Policy;
• knowledge of research methods, analytical techniques, modelling and decision-support tools;
• the ability to provide direction and alignment in an unstructured environment that requires flexibility and adaptability;
• ability to build and maintain networks;
• advanced problem-solving and analytical skills;
• proven facilitation and presentation skills;
• excellent interpersonal and communication (verbal and written) skills; and
• proficiency in the use of Microsoft (MS) Office products such as MS Word, Excel
