The U.S. Patent and Trademark Office (USPTO) Economic Working Paper Series allows staff, affiliated scholars, and their coauthors in the Office of Chief Economist (OCE) to disseminate preliminary research findings on a variety of intellectual property related topics in a timely manner in order to stimulate discussion, scholarly debate, and critical comment. The Working Papers in the Series represent ongoing analyses and are subject to revision. The views expressed are those of the individual authors and do not necessarily reflect the official positions of the Office of Chief Economist or the U.S. Patent and Trademark Office.
