The Searle Center on Law, Regulation, and Economic Growth presents the Second Annual Conference on Federalism and Energy in the United States to be held at Northwestern University School of Law on Thursday, November 14-Friday, November 15, 2013. The conference is co-sponsored by the Initiative for Sustainability and Energy at Northwestern University (ISEN).

OVERVIEW: This conference is organized by David Dana, Kirkland & Ellis Chair, Northwestern University School of Law.

The conference will feature balanced panels that will focus on:
- Clean Air Act, Greenhouse Gasses, and Cooperative Federalism
- Federalism Issues In Electricity Production, Transmission and Distribution
- Federalism and the Rise of Natural Gas
- The Dormant Commerce Clause and Preemption As Limits on State Regulatory Innovation: California's Cap-and-Trade and Low-Carbon Standard Experiments
