The Program Committee of the Saratoga Institute on Racing and Gaming Law invites submissions from legal, policy, and regulatory scholars to the 13th annual program, to take place August 12 and 13, 2013 in Saratoga Springs, New York, during the annual fall season at the Saratoga Race Track. Each year experts in racing and gaming gather in Saratoga to talk about law, policy, and regulation in these fields. Last year's event included more than 40 panelists, 200 participants, and two days of discussion and discourse.

This year's program will focus on two primary issues: medicine and race horses (on day one) and, regulating gaming at the state level (on day two). Since there are many and varied discussions nationwide as to how and under what circumstances to allow the use of medications for active race horses, this topic provides for a variety of public policy, legal and regulatory themes. As to gaming, because New York is in the midst of determining whether to allow gaming on a greater scale than it is now allowed, and, if so, how gaming should be regulated, there are significant opportunities for papers on a variety of topics related to casinos and gaming.

TOPICS OF INTEREST: The following lists potential themes that might be relevant to the Institute, but is not meant to be exhaustive:
- Race day medications and race horses
- Therapeutic drugs and horse racing
- National policies on drugs and race horses
- Testing for and finding drugs in race horses: procedural and substantive legal issues
- Horse racing and its place in the gaming world
- Law and casino ownership
- Finding a place for casinos: local, developmental and economic concerns
- Regulating gaming at the state level
- Online gaming and in-person gaming

PAPER SUBMISSION PROCEDURE: Abstracts should be sent to Prof. Robert Heverly, Interim Director, Government Law Center of Albany Law School no later than May 31, 2013 (rheve@albanylaw.edu). Submitters will be notified of accepted papers by June 13, 2013. Final papers will be due by July 26, 2013. Final papers will be distributed at the conference but authors otherwise retain all other publication rights to their submissions.
