ABOUT THE ICS: The Institutional Capacity of the State Division (ICS) develops sector strategies and operational guidelines, provides financial and technical assistance to regional member countries, undertakes policy dialogue at the country and regional levels, and fosters strategic partnerships in areas of modernization of the state and public sector management that deliver results and services, in particular in the critical areas of citizen security and justice.

ABOUT THE IDB: The IDB is a privileged partner of governments in Latin America and the Caribbean in the prevention of crime and the promotion of citizen security. Within the Bank, ICS acts as the Inter-American Development Bank's anchor for citizen security and justice. It promotes effective and comprehensive public policies and strengthens the state's institutional capacity for delivering safety, security and justice, through greater policy coherence, at the national and sub-national levels. It focuses on social prevention and institutional building to improve the governance of security and safety services.

KEY RESPONSIBILITIES: Working under the general supervision of the Division Chief and the direct supervision of the Cluster Leader of the Division's Security and Justice Cluster of ICS, the Citizen Security Senior Specialist/Specialist shall:
- Contribute to the development of strategies, policies, studies and conceptual papers on citizen security and justice and the improvement of the Bank's policies and approaches in the area of citizen security and justice
- Participate in policy and political dialogue regarding Citizen Security and Justice with country counterparts and external partners, both at the political level and with technical teams of regional borrowing countries
- Lead or participate in the identification, preparation and supervision of loan operations, technical cooperation projects and advisory services in support to regional member countries' requests, with particularly emphasis on: (i) coherence across government policies and strategies to promote comprehensive approaches to citizen security and crime prevention; and (ii) institution-strengthening of state capabilities across the public policy spectrum to tackle insecurity and crime, including the police, justice and prison systems; (iii) generation of policy and operationally relevant knowledge
- Undertake and lead cutting-edge policy research in security and justice to generate and disseminate state-of-the-art knowledge and inform policy dialogue with regional member countries, with a focus on the fiscal dimensions of security policies (fiscal costs of insecurity, financing security policies and programs, and efficiency of public spending in domestic security)
- Represent the Bank in policy and technical meetings and networks in the area of security and justice and promote strategic partnerships with key internal and external partners

PRIMARY LOCATION: Washington, D.C. with possible transfer to a Country Office in the Latin American and Caribbean Region

JOB QUALIFICATIONS:
- Education: Master's degree in Development Economics (preferably macroeconomics, fiscal studies and public financial management), Public Administration, Political Science, Political Economy, Law or a related field. Candidates with another complementary university degree will have advantage.
- Experience: Ample experience in government and /or operational designing and implementing Modernization of State projects, with proven academic expertise in citizen security, particularly in the areas described above. Minimum of six (6) years of relevant professional experience in the application of theoretical and practical knowledge in the specific areas of citizen security and justice.
- Language: Excellent oral and written command of Spanish and English is required. Fluency in Portuguese is desirable.
