      The Offices of Community Development and Policy Analysis of
      The Federal Reserve Bank of Cleveland are Pleased to Invite
        Research Papers and Session Proposals for its Conference

         EMERGING STRATEGIES TO PREVENT AND ADDRESS SPILLOVER
             EFFECTS OF FORECLOSURES AND VACANT PROPERTY

                             March 2010
                          Cleveland, Ohio


      This conference seeks to examine current and emerging
      strategies used to prevent and manage vacant property and
      variations in the effectiveness of these strategies by
      housing market, geographic location, and other factors.


      TOPICS:

      Likely topics, to be addressed by both qualitative and
      quantitative research, include, but are not limited to:
      collecting, analyzing and modeling data on foreclosures,
      vacancy and abandonment; identifying best practices in
      vacant property reclamation and redevelopment in various
      markets, including defining the "tipping point" for
      neighborhood reinvestment; barriers to vacant property
      reclamation and redevelopment - such as municipal
      challenges and nonprofit capacity; foreclosure prevention
      and affordable housing; evaluating implementation of
      allocation of Neighborhood Stabilization Program funds.


      PAPER SUBMISSION PROCEDURE:

      Preliminary papers (abstracts and/or drafts) and session
      proposals (title, overview, potential panelists) must be
      submitted by July 1, 2009, for presentation and feedback at
      a pre-conference workshop to be held in the fall of 2009.
      Final papers and proposals must be received by December 31,
