        Technical Advisor for Economic Research and Analysis

              Duration: 1 April 2008 to 30 March 2011
           Duty Station: Dhaka, with travel in Bangladesh


     THE PROJECT:

     Katalyst, a market development project, is entering a new 5
     years stage funded by a donor consortium comprised of DFID-
     UK, SDC-Switzerland and Cida-Canada and the Dutch Embassy
     in Dhaka. Swisscontact, as the lead agency, and GTZ
     International Services are implementing this project. Over
     the first 5 years of implementation, Katalyst grew to a
     well established organization in Bangladesh and abroad. It
     is active in around 20 sectors; has around 60 professional
     staff and presently 6 expatriates.

     Katalyst consists of a number of divisions active in:

     - Market Development of Generic Business Development
       Services, like media and ICT;
     - Developing of urban Industries like furniture and health;
     - Developing rural agriculture in sectors like vegetables,
       maize or fishery;
     - Improving the business environment by working close to
       local and national government institutions.
       Gender, the environment and working conditions are cross-
       cutting issues and are included in the aforesaid
       components.

     OVERALL FUNCTION:

     The main function of the position is to coordinate and
     support the overall conceptual development and innovation
     processes within Katalyst, thus contributing to the overall
     consistency in concept design and implementation. To this
     end, the advisor will cooperate closely with all divisions
     of Katalyst (in a transversal way), and support overall
     economic analyses, translating them into economic
     strategies, monitoring change and drawing lessons for
     remedial action from it; this in at least 20 sectors of
     the economy. The position equally coordinates the
     implementation and further development of the overall
     monitoring system of the programme.

     The function requires an exceptional ability to quickly
     understand the private sector and to translate this into
     practical recommendations. Analyzing complex research
     findings is an important element in this.


     SPECIFIC ACTIVITIES:

     The tasks include:

     - In close collaboration with local and international
       experts:
       - Analyze around 20 sectors of the Bangladeshi economy
         for the potential for pro-poor growth;
       - Assist in developing strategies for each sector to
         utilize the potential for pro-poor growth;
       - Assist in developing interventions in line with the
         project methodology;
       - Lead in improving and implementing a sophisticated
         system to monitor changes in the private sector at
         several levels and to assess the impact on poverty;
       - Periodically evaluate and advise to improve strategies,
         based on continuous monitoring;
       - Promote innovation by critically reviewing the sector
         strategies and interventions and recommending changes.
     - Lead a team of local Monitoring & Evaluation (M&E)
       experts;
     - Contribute to further development of the project
       methodology and M&E system;
     - Ensure strategic coherence of the project methodology
       across all divisions;
     - Lead the internal learning process in Katalyst and in the
       implementing organizations;
     - Lead the distilling of lessons from the M&E findings;
     - Lead the dissemination of results and lessons.


     WIDER TASKS INCLUDE:

     - Ensuring mutual learning, sharing and collaboration with
       the existing divisions in order to assure consistency in
       the overall project approach;
     - Serving on the Project Core Leadership Team (CLT) to
       contribute to the strategic and operational aspects of
       the Project and advising on and steering new developments
       in the project;
     - Fulfilling the function of Acting General Manager, when
       delegated by the General Manager.


     REPORTING:

     The Technical Advisor for Economic Research and Analysis
     reports to the General Manager.


     QUALIFICATIONS:

     - Male or female professional with academic background in
       Economics, preferably PhD;
     - Demonstrated experience in economic research and
       analysis;
     - Team player;
     - Innovative thinking, and capacity to translate innovative
       ideas into sound methodological approaches;
     - Ability to work independently and to contribute to
       achievements in a sometimes difficult environment;
     - In-depth familiarity with the most recent trends in
       private sector and small enterprise development;
     - Excellent English comprehension and expression;
     - Intercultural communication skills and a willingness to
       learn Bangla;
     - Clear communicator and good writer;
     - Good facilitation skills.

     Of added advantage would be:

     - The ability to tap into communities of practice in the
       field of small enterprise promotion, especially in the
       fields of business services and strategies to develop an
       enabling environment;
     - Experience in the field of promoting business services
       and familiarity with the use of market research tools in
       small enterprise projects;
     - Work experience in South Asia.
