ECB-IMF Conference On "Reforming Eu Fiscal Governance"



13-14 December 2012

Dear colleague,

The Fiscal Policies Division of the ECB and the International Monetary Fund will organize a joint conference on fiscal governance, to be held at the ECB premises, on 13-14 December 2012. The general topic of this conference is "Reforming EU Fiscal Governance". The main topics of the conference are:
- The new EU fiscal framework: implications of the Fiscal Compact
- Does fiscal governance matter for private sector behaviour?
- Can a monetary union exist without a fiscal union?
- Fiscal rules, fiscal consolidations and economic growth: what are the links?
- Complexity vs. simplicity in fiscal rules: evolving views of the flexibility-credibility trade-off.
- Fiscal rules at the central and sub-national government level: how to overcome coordination issues?
- Good fiscal governance: what lessons can be drawn from non-EU countries?

Jean Pisani-Ferry (Director of Bruegel and Professor of economics at the Universite Paris-Dauphine) will act as one keynote speaker.

We would like to invite you to submit papers (that are final or close to completion) for presentation at this ECB-IMF Public Finance Conference. Both theoretical and empirical papers on the non-exclusive list of broad issues suggested above are welcome. The focus of the workshop is on fiscal governance in advanced economies, including country case studies, but papers that draw on experiences from emerging market economies will also be considered. Our intention is to publish the material of the workshop on the ECB and IMF websites.

Please kindly send your submission to ECB-IMFFiscalGovConf2012@ecb.int by 30 September 2012 [extended deadline]. You may also indicate whether you would be interested in acting as a discussant. Authors of selected papers will be notified by mid-October 2012. The conference is open to practitioners from the private sector, national and international institutions, as well as academics.
